I'm looking for a host that can give me:
100+ mb webspace
a generous amount of bandwith
PHP
MySQL
FTP
no ad's preferred, but small 88X31 image on index or link page acceptable
for a one time fee of up to $20.00 in US currency
no file or file size limit
no 'domain hosting only'
if anyone can help me, it would be greatly appreciated

well, if you have a serious website, then I would suggest go for a proper host. Or else you can search Google and there are so many free web hosts around.

Something else you might also consider... some hosts are willing to make a deal..
If you have a decent amount of traffic flowing through and you are willing to put a banner or something up, then the hosts may be willing to trade services for the spot on your site...

I agree with domainwala. You should just try a search on google.
Anytime a "one time fee" is requested I wouldnt expect too much from your potential host!
Additionally...

It sounds as though you are looking more for storage than anything. I would advise reading terms of service whomever you end up with.
