Is there a host, that has no ads, has FrontPage extensions, and is free? I don't mean a
www.yoursite.com name, like a subdomain or /you is fine.

You might try searching at
www.freewebspace.net for a provider.
They have listings of free providers, and also reviews on them.
With a free provider though you should really expect "ads" as they usually require that you run a banner or ad of some sort.

Right now I have Web1000, and it's terrible. Earlier they re-routed my entier site to Paysforsurveys.com. I can never get into my FTP account, or even ftp.web1000.com for that matter. I've e-mailed support at least 20 times, and have never gotten a response. And this isn't the first time either. 95% of the time when I try to upload, it's down.

It may be time to start looking for a paid provider where you can get support for issues like this.

Ok, my friend said something about using his computer as a host, and just leaving it running all of the time. Is this difficult to set up? What would I need to set it up?

you will end up paying more than what it will take you to host a site with some good host...
