i saw that every hosting plan offers "free IPs" but i don't know what will i use these IPs for.

You'd use them for anonymous FTP and SSL certificates mostly. Although every site on the internet needs one, your host is probably referring to static ips...

David is correct. Most hosts give thier accounts a static (non-changing) IP. The IP address remains constant, more or less. The host may need to move the accoun to another physical machine and that could change the IP. But that doesn't happen too often.
People need static IPs for some kinds of services and software such as video.

In context that should probably be for reseller accounts where their customers below them are offered dedicated IP addresses for each account, and are not charged for them. The other alternative would be to offer end users a dedicated IP address directly (which is fairly wasteful), or they can recieve one when required - such as for secure server certificates.
I find it hard to really justify the charging of IP addresses above people hosting fees, as I would suspect most webhosting providers do - some do charge beteen $5 and $10 for them though.
Free IP's is a part of their marketing 'blurb', but isn't anything too far away from what most hosts offer already.
