No you don't. This forum is a commercial product named VBulletin. There are free forum scripts around such as XMB Forum, PHPBB etc that you can install on your own domain. You can also go to places such as EZBoard and get one of theirs free (banner supported). I'm sure there's a few more 'plugin' style forums around but none that I've heard much about
