One persons scam is another persons marketing hook. There are few genuine scams, but there are plenty of hosts keen to sign you up with all sorts of enticing offers each hoping you don't read the small print. The best "scam" I've seen is people who have opened hosting plans with "free domains" only to find their domain is no longer free if they cancel their hosting plan within 2 years.
To explain the principal... domains if registered in bulk are cheap. If you are a Nominet Member then .uk domains can cost you as little as £2.50 each per year. But you may charge £10.00 or more to retail customers. Still if you offer a free .co.uk domain with each hosting account it costs you £5.00 (min 2 year registration period). If a customer then cancels their hosting plan within 2 years you can, provided its detailed in your small print, charge them for 2 years domain registration at your normal retail rate. That's £20.00, profit = £15.00 + any hosting fees you've acquired in the time the client hosted with you.
Such an offer, used in conjunction with a 30 day money-back guarantee, means that unless you charge more than £15.00 for a month's hosting you are never out of pocket should a client cancel during the guarantee period and you are always £15 better off should a client cancels within 2 years of taking out their hosting plan.
Whether is qualifies as a scam or just very clever marketing, I'm not sure. From a consumer point of view Its a great deal provided you are prepared to stick with the web host, from a web hosts point of view it encourages customer loyalty.
