What do you mean by "tool"? Are you asking about developing HTML pages, images, etc?

Please be a little more specific and maybe someone could recommend some good software!

Notepad! But that would be for someone who knows HTML/PHP/etc coding...

As far as a visual editor (what you see is what you get), alot of people like Dreamweaver. Frontpage was a leading one, however it is discontinued now, and Microsoft is out with Sharepoint Designer 2007..Many also use Flash to design websites..

I have found notepad2 to be a brilliant tool for 'PHP', 'HTML' and other web based languages.

You can set the syntax scheme, meaning, that different bits of code are coloured according to what language you are typing..

Dreamweaver is by far the most advanced and easy to use editor available. I use it 24/hr a day literally, lol.

Dreamweaveris the best. But if it is out your budget, check out NetObjectsFusion. Quite a bit cheaper.
